Richard L. Jones

Mr. Jones has over 35 years experience as a specialist in Crisis Management, Organizational Development and Management Training and Education. Prior to founding Management 2000, Inc (M2000), Mr. Jones taught management and communications in multiple industries as an education specialist and director of management training. Since founding M2000 in 1990, the core focus of the company has been to assist executive management of companies with the development and implementation of crisis management, strategic turnaround, and growth management strategies. As such, Mr. Jones has direct experience at the senior executive level with such industries as health care and technology as well as in physical and cyber security. Mr. Jones has served as an interim president of an internet service provider, as chief operating officer of a corporate anti-terrorism and anti-kidnapping security company and as the president of an information security company.

It was through this varied exposure to security that prompted Mr. Jones to create M2000/IS, an information security division of M2000, to deal specifically with computer forensic investigations, computer crimes and cyber terrorism. Mr. Jones is also the founder of the CIRI Team™, (Computer Incident Response and Investigation Team) consisting of an integrated team of information security technologists, former federal law enforcement agents, and attorneys skilled in privacy and technology related laws.

In 1998 Mr. Jones was appointed to the Executive MBA Advisory Council at Loyola Marymount University and was subsequently asked to join the Faculty as an Advisor and Lecturer in its Graduate School of Business Administration. His course-work focus is on Crisis Management, Managing the Corporation into the 21st Century, and Implementation of Strategy.

In January 2005, Mr. Jones was appointed President & CEO of the FBI supported InfraGard Los Angeles Members Alliance, Inc. Founded by the FBI, this private-sector based organization is dedicated to sharing intelligence and integrating assets with local, state and federal law enforcement and other first responder resources for the protection of critical U.S. infrastructure sectors in Los Angeles and the central district of California.

David J. Tubbs, CISSP

Executive Vice President and Chief Scientist

Mr. Tubbs is a specialist in information systems security analysis and protection. This expertise comes from his involvement in the aerospace industry in which he worked on many top-secret projects involving national security and space exploration. During his career he has worked as a specialist in Advanced Product Development, worked in the field of Fiber Optics and operated as a Research Engineer. A sampling of his assignments include:

Primary responsibility for Space Station Freedom’s computer-controlled Rendezvous and Docking Sensor Program. This system integrated fail-safe computer information networks to control laser-based sensors and command control actuators for autonomous docking of manned space vehicles. Zero failure tolerance and secure communications were basic design criteria.

Managed the development of fiber optics, specializing in the integration of microprocessor controlled information networks with state-of-the-art fiber optic sensor systems. Developments included secure adaptive information systems for classified anti-submarine warfare sonar networks, space-based inertial guidance systems (real-time software integration of six degrees of freedom), and non-invasive security perimeter and motion alarm networks. Mr. Tubbs developed software, fiber optic sensors and laser systems designs for over 35 NASA, Navy, Air Force and Army projects and proposals. Experience included system-level responsibility in microprocessor control systems, neural network and artificial intelligence feedback systems, analog and digital electronics design, fiber optic sensors and laser systems design and development.

Mr. Tubbs has been an invited presenter at the US Navy War College's Symposium on the Impact of Technology on International Military Law and was employed for 15 years by Boeing/McDonnell Douglas in Research & Technology Development, 7 of those managing a Corporate Center of Excellence in Computer-Controlled Sensor Development.

Mr. Tubbs holds Five DoD Principle Investigator awards for research project excellence and is a Member of the National Computer Security Association.

David Ford

Vice President, Information Security Technologies

As Vice President of Information Security Technologies for M2000/IS, Mr. Ford is responsible for network security, analysis, and technology based investigations for M2000/IS clients. He is further involved with the in-house review of security products prior to use by M2000/IS. Previously, Mr. Ford was Senior Network Administrator for an Internet Service Provider. At the ISP he was responsible for maintaining Internet and Intranet servers and handled all research and development for hardware and software pertaining to Internet services.

Mr. Ford has spent the last 14 years dealing with software and network security. This includes analyzing virus payloads and exploits. Mr. Ford designed a tracking system to analyze the current state of the network using independent nodes to report suspicious activity and forward this information to a central analyzing station to determine potential of new viral insurgence on the internet at large and allow for a fast awareness and response to the threat for mitigation.

Mr. Ford was invited to make a presentation of Firewall Methodologies and Technologies at a Federal Government symposium of computer and network security in 2001.

Of note, Mr. Ford is a Linux specialist. He is involved with the development of the Linux Kernel, IPCHAINS & IPTABLES, Apache, Sendmail, PostgreSQL, and numerous UNIX ™ type tools and utilities. Mr. Ford has also developed several other software packages for Blue Labs Software. He is currently developing software for emergency service dispatch and NFIRS record keeping.

While in the USAF, Mr. Ford received Meritorious Service Medal and Outstanding Achievement ribbons, is a Foreign War Veteran, and carried a TS-BI (Top Secret) security clearance for work on classified projects. His service in the USAF included offensive weapons systems and associated aircraft components. Mr. Ford was stationed at several bases including overseas. He also serves his community by being a Firefighter and EMT. Mr. Ford was a Lieutenant at the South Meriden VFD.

Robert Elliott

Technical Project Administrator and Information Security Specialist

Mr. Elliott has been involved with information technology for over 15 years. His experience includes having been Vice President of Operations for a tier-2 Internet Service Provider. He has Information Security experience with routers, firewalls, hubs/switches, and WAN/LAN topologies enabling him to develop secure internet/intranet strategies through the utilization of hardware, software, and management solutions. Further, Mr. Elliot has been heavily involved with the forensic investigation of computer systems throughout his career and as such is able to provide a critical project administration and coordination function between M2000/IS clients and the company’s Information Security and Computer Forensic Specialists.

Mr. Elliott specializes in securing client information for financial services organizations and has filled the role of Chief Technical Officer for companies in that industry. In that position he has been responsible for such activities as monthly internal information security audits and quarterly penetration tests.

Mr. Elliott has experience with Digital, Sun Microsystems, and all versions of PC Hardware as well as with VoIP, Cisco, Sonicwall, AboveEdge, Dlink, Foundry and Synoptics, Netgear among others.

Mark Alcock

Forensic Examiner

Mark Alcock is a Certified Forensic Examiner and Information Security Specialist for M2000/IS. M2000/IS is an information security consulting company and founder of the Computer Incident Response and Investigation Team (“CIRI Team™”).

Mr. Alcock co-authored the book “Overly on Electronic Evidence in California” for the following editions: 2005, 2006 and 2007.

Mr. Alcock is presently appointed as a Forensic Examiner for the Superior Court of California for the Counties of Orange, Los Angeles and Santa Clara. He has performed hundreds of computer/electronic-based forensic examinations, provided litigation support, expert reports and declarations and has served as an expert witness.

Concurrently, he spent 23 years in law enforcement, at present a retired Sergeant from the Long Beach Police Department where he provided services for information technology and cyber incidences and taught at the Long Beach Police Academy.

Mr. Alcock founded M.A. Services in 1982. M.A. Services is an information security consulting company which provides network security services and computer/electronic-based forensic examinations, litigation support, expert reports and declarations and has served as an expert witness.

Philip Siegel

Security Management Specialist: Physical and Electronic Protection of Intellectual Property

Mr. Siegel has over 20 years experience in both physical and electronic security and asset protection. He is an expert in the integration of technology and information security management best practices for the protection of Intellectual Property. Experienced in intelligence gathering and analysis while a Lt. Colonel in the U.S. Air Force, and through assignments with both the National Security Agency and Defense Intelligence Agency, Mr. Siegel has developed a unique expertise in the protection of computer-based corporate assets.

It is that expertise that has enabled Mr. Siegel to assist such companies as Fox Entertainment, DIRECTV, and Hughes Electronics in positions ranging from Vice President of Content Security to Director of Fraud and Loss Prevention to Program Manager and Systems Engineer.

Bill Monnier

Information Systems Security Support

William Monnier has over 20 years experience with integration and configuration of computer and computer-based systems. Mr. Monnier provides integration and configuration technical support for both the InfoSec Team and the CIRI Team™ of M2000/IS. Prior to this, Mr. Monnier spent 13 years as the Information Technology Manager for the Chicago-based operations of Spectrum Manufacturing/Accellent Technologies. Accellent is a $3 billion medical device manufacturing firm with 20 facilities across the U.S. While at Accellent, Mr. Monnier was responsible for assuring and implementing the on-site compatibility, stability and security of day to day operations. As a member of Accellent’s management team in Chicago, he managed the implementation of Epicor Vantage and Visual Enterprise ERP systems.

Gary Brown

Information Security Specialist

Mr. Brown has over 20 years experience in the computer/electronics industry. He has previously filled positions as Director of Engineering, Chief Technology Officer and Lead Engineer. Mr. Brown has worked in the aerospace industry as a Scientist on classified programs involving national defense.
